SOMALI CONGRESS OF TRADE UNIONS (SOCOTU) CONSULTATIVE CONFERENCE ON CONSTITUTION

On Article 24 of the Somali Provisional Constitution in Mogadishu, Somalia today. The Conference was held in cooperation with the Independent Constitutional Review Commission and the Somali Federal Parliamentary Oversight Committee on Constitutional Review & Implementation.

Prior to the Conference the SOCOTU Executive Council held a planning meeting aimed at adopting 7 distinct contributions to Article 24 of the Provisional Constitution. Those contributions were presented to the conference by the Chairman of the SOCOTU Brother Mohamed Osman with Somali media in attendance.

SOCOTU contributions to Article 24 included mandating collective bargaining, prohibiting the dismissal of workers for joining a union and demanding collective bargaining rights as well as a constitutional right to a minimum wage. SOCOTU also contributed language protecting the rights of vulnerable workers, especially women in the workplace from discrimination in all its forms. Finally, specific language prohibiting forced labor was also presented by the SOCOTU.

Honorable Marian Arrif, representing the Parliamentary Committee present formally received the contributions of the SOCOTU which was also formally received by members of the Independent Commission. At the conclusion of the Conference members of both Committees and the SOCOTU resolved to work together on amendments to Article 24 of the Provisional Constitution with specific attention being paid to the contribution made by the SOCOTU.
